The Mews Compliance Suite in Croatia

The Mews Compliance Suite helps Croatian properties meet their tourist tax and fiscal obligations. In Croatia, it includes Tax Automation, Tax Intelligence, and, from the end of 2026, e-invoicing and e-reporting under Croatia's Fiscalization Act. You purchase the Compliance Suite once from the Mews Marketplace and then choose which features and integrations to use.

In this article, you can learn about:

Tax Intelligence

Tax Intelligence is a dashboard and report in Mews Operations under the main menu > Finance > Tax Intelligence. It shows the tourist tax you collected and the exemptions you applied, and gathers the data you need for your tourist tax declaration in a document you can export.

  • Dashboard: person nights, both taxable and exempt, a breakdown of tax collected by rate, and a month-by-month trend.
  • Monthly report: tax collected, occupancy, including room nights, person nights, and arrivals, and accommodation revenue split into taxable and exempt.
  • Exemption log: exempt stays, guests, and person nights grouped by reason, with a line for each guest.
  • Flexible and exportable: filter by week, month, quarter, or a custom period, and export to PDF or Excel.

Note: Tax Intelligence exports the data but does not submit your declaration. The report only includes stays where all bills are closed. Each stay is counted in the month of check-out.

Tax Automation

The tourist tax in Croatia, the boravišna pristojba, depends on the municipality and the season, and the rules change often. Tax Automation generates the right tax configuration for your property and keeps it up to date.

  • Set up in minutes: in Mews Operations, go to the main menu > Settings > Property > Finance > Tax Configuration, open the Tax automation tab, and enter your address, latitude and longitude, and property details. The star rating and category, such as 4 stars Superior, matter most, because they can change which taxes apply.
  • Configuration generated for you: Mews works with a specialist tax data provider to find the taxes that apply to your property.
  • Always up to date: when a tax authority publishes a change, your rates update automatically. You do not need to check anything manually.

E-reporting and e-invoicing in Croatia

Croatia's new Fiscalization Act entered into force on 1 September 2025, and its main obligations apply from 1 January 2026. Mews is building both parts into the Compliance Suite.

Note: E-invoicing and e-reporting are available in the Compliance Suite from the end of 2026. Until then, there is nothing to enable in the Marketplace, and your receipts and invoices are not sent to the Tax Administration through Mews.

Receipts for guests (B2C):

Every receipt you give a guest must be reported to the Croatian Tax Administration in real time, regardless of the payment method.

  • Real-time fiscalization: each receipt is sent to the Tax Administration when the bill is closed.
  • Fiscal codes on the receipt: Mews adds the codes that make the receipt valid: the ZKI, a security code generated by your property, the JIR, a unique code returned by the Tax Administration, and a QR code.

Invoices for companies and public bodies (B2B / B2G):

  • E-invoicing: invoices to Croatian companies and public bodies must be sent as structured e-invoices through an authorised intermediary. VAT-registered businesses have had to send them since 1 January 2026. Businesses not registered for VAT must send them from 1 January 2027.
  • Product classification: every invoice line needs a KPD 2025 code. For example, 55.10 for hotel accommodation or 56.10 for food and beverage.
  • E-reporting: besides the e-invoice itself, the Tax Administration must be told when an invoice is paid, when it cannot be delivered as an e-invoice, or when the recipient rejects it. This is known as eIzvještavanje. Payments must be reported by the 20th of the following month.

What you need to do: obtain a digital certificate for the property's legal entity, linked to its OIB, the Croatian tax number. FINA is the traditional provider, but other authorised Croatian trust service providers, such as Certilia, are also accepted.

Note: E-invoicing and e-reporting are available from the end of 2026. Until then, there’s nothing to enable again in Marketplace.

Disabling Tax Automation

You can disable Tax Automation at any time. Disabling it does not stop your Compliance Suite subscription, and the other integrations in your Compliance Suite stay unchanged.

  • Your configuration is deleted. Your accommodation tax rates are no longer updated automatically, so you need to check and update them yourself in Mews Operations under the main menu > Settings > Property > Finance > Tax Configuration. Tax Intelligence stays available in Finance as long as the Compliance Suite is active.
  • To enable it again, open the same Tax automation tab and set it up again as you did the first time.

Note: To stop paying, delete the Compliance Suite from the Marketplace.
