How to prepare for e-invoicing in Norway starting 1 January 2027

From 1 January 2027, all businesses with Norwegian bookkeeping obligations must issue business-to-business invoices in a structured electronic format under Norway's amended Bookkeeping Act (bokføringsloven). If you manage a property in Norway using Mews, this mandate affects how you issue invoices to business customers. Norway's amended Bookkeeping Act requires every business with Norwegian bookkeeping obligations to send business-to-business invoices in a structured electronic format from 1 January 2027. This applies to invoices you issue to other businesses — not to invoices issued to individual guests.

Note: Business-to-government e-invoicing has already been mandatory in Norway since April 2019. If your property invoices public-sector bodies, you may already have obligations in place. Contact your accountant or financial advisor if you are unsure of your current status.

The required format is EHF, which stands for Enhanced Header Format, transmitted over the Peppol network. Peppol is a secure, standardized infrastructure used across Europe for exchanging electronic business documents. Invoices sent outside this format after 1 January 2027 do not meet the legal requirement.

How Mews delivers compliance

Mews is building a Peppol and EHF integration through the Mews Marketplace, delivered in partnership with Invopop. This is the same engine Mews already uses to power e-invoicing compliance in Belgium and Denmark, extended to cover Norway.

The €25 per property per month fee is separate from your core Mews subscription.

Because this is a paid feature, it is important to factor Compliance Suite into your planning and budget conversations early.

How to confirm your organisasjonsnummer

There is one concrete action you can take today, before the integration is available: confirm that your property's Norwegian business registration number, called the organisasjonsnummer, is correct and accessible.

Your organisasjonsnummer is the unique nine-digit identifier assigned to your business by the Norwegian Register of Business Enterprises (Brønnøysundregistrene). The Peppol network uses this number to route electronic invoices to and from your property. If this number is missing or incorrect in your records, invoice delivery fails.

  1. Locate your organisasjonsnummer on any official Norwegian business registration document, a previously issued EHF invoice, or by searching the Brønnøysundregistrene register at brreg.no.

  2. Confirm the number with your finance or accounting team and make sure it is on file.

  3. Check whether your property is already registered as a Peppol recipient in the ELMA directory (ELMA is the Norwegian component of the Peppol participant registry). You can search for your organisasjonsnummer at elma.difi.no to see if your business is listed.

  4. If your property is not yet registered in ELMA, note this as a setup step to complete once the Mews Invopop integration is available — the integration process guides you through registration.

  5. Keep a record of your organisasjonsnummer in a place your team can reference quickly when you begin the integration setup in Mews.

For example, if your organisasjonsnummer is 123 456 789, that is the exact value you need ready when connecting your property to the Peppol network through the Mews Marketplace.

 

Once you have confirmed your organisasjonsnummer and enrolled in Compliance Suite, your property is positioned to meet the 1 January 2027 deadline without disruption to your invoicing workflow. Mews handles the technical routing through the Peppol network, and your business-to-business invoices reach Norwegian recipients in the legally required EHF format automatically.
